摘　　要：青岛市依托基层社区医疗机构,推进基本医疗保险业务下沉,探索基层门诊医疗保障,发挥社区作为居民医疗健康守门人的作用,引导参保人主动到基层就医,不仅缓解了"看病难、看病贵"问题,还壮大了基层医疗服务力量,为助推分级诊疗以及依托基层开展健康管理奠定了良好的实践基础。Qingdao,relying on grassroots community medical institutions,promotes the basic medical insurance business to the grassroots level and explores the primary outpatient medical care.Let the community play a role as a gatekeeper for residents'health care and guide the insured initiatively to take treatment in the grassroots community medical institutions fi rst.This will not only alleviate the"diffi culty and expensive in seeing a doctor"problem,also expand grassroots medical service team,which will build a good foundation for the construction of hierarchical clinics and grassroots health management.
