摘 要:"就近入学"政策实施四年来尽管取得一定成效,但遇到的问题也与日俱增。政策不仅面临教育治理权界定的公正性考量,更面临治理过程中不同教育产权主体之间治理边界不清晰和责权利不对称的困境。政策改进策略在于从改革政府单一的教育产权治理结构入手,通过法律法规进一步明晰政府、学校、社会之间以及教师、学生和教育管理者之间教育责权利边界。推进公办和民办学校法人内部治理制度和机制建设,促进教育治理公共权力向社会回归,实现多元治理主体之间的良好合作关系,最终形成一种政府、社会、学校、家长等多主体参与且各司其责的以学生发展为本、面向学生实际、积极回应内在环境的变化、促使教育自主发展的常态性教育治理服务体系。“Near school”policy for four years despite some success,but the problems are increasing.The New Deal is not only confronted with the fairness of the definition of educational governance,but also faces the dilemma that the educational governance boundary between the different educational property rights is unclear and the responsibility of education is asymmetric.The innovation path of policy improvement lies in the reform of the government from the reform of the government to strengthen the single education property rights governance structure,through laws and regulations clear government,schools,between society and teachers,students and education managers education responsibility,Public and private school corporate internal governance system and mechanism to promote the management of public power to the social return to achieve a variety of governance between the main body of good relations of cooperation,and ultimately the formation of a government,society,schools,parents and other multi-Responsible for the development of students-oriented,student-oriented,and actively respond to changes in the internal environment,to promote the independent development of education,education,education system.
