摘　　要：在我国大气污染区域治理的过程中,如何界定和处理区域内不同行政区划地方政府之间的关系一直是一个难题。本文从法律责任构建的角度,试图从责任原则、责任渊源、责任形式、追责程序与救济四个方面对该难题进行阐释。In the process of regional governance of air pollution in our country,how to define and deal with the relationship between different administrative divisions in the region is always a difficult problem.This essay attempts to explain this difficult problem from four aspects:the principle of responsibility,the origin of responsibility,the form of responsibility,the procedure of responsibility and the remedy from the perspective of legal liability construction.
