摘　　要：教育制度伦理是对教育规则体系、教育运行机制及其内在联系的伦理性思考。当前教育制度的缺位、教育政策的失衡和教育功能的异化呼唤教育制度的公正、平等和民主等合伦理性要求。基于传统制度化教育政策的城市中心偏向、教育管理的权力腐败以及教育评价的精英主义带来一定程度的教育制度伦理性缺失,需要着力消除城乡教育政策的二元对立,推进教育制度的公正化;破除学校管理的专权机制,加强教育制度的平等性;关照教学行为的差异性,促进课程与教学行为的民主化。The ethics of educational system is an ethical thinking of the system of educational rules,the oper ating mechanism of education and its internal relations.It is called for because of the deficiency of equality,fair ness and democracy.Moreover,deficiency of the ethics in educational system is accompanied by imperfection of educational system,such as the city-center bias of the traditional education policy,the corruption of educational management and the meritocracy of educational evaluation and so on.So it is necessary to eliminate the dual urban and rural education differences to promote the fairness of education.Some measures should be taken,such as can celling the special power mechanism in school management,advocating equality in education,paying more
