广西高校参与中国—东盟公共外交的实践刍议

摘　　要：广西作为中国—东盟交往的窗口,广西高校通过合作办学、建设孔子学院、建立中国—东盟培训基地、组织文化交流、教育交流与科研合作项目等方式参与中国—东盟公共外交。针对参与中存在的不均衡、协同性差、留学生的公共外交功能未受重视等问题,本文结合广西高校的实际情况,从增强资源整合的意识、培育高校参与公共外交的责任感、人才培养、发挥留学生潜能等方面探索推进中国—东盟公共外交的路径。As windows of China-ASEAN interaction,the colleges and universities of Guangxi take an active part in the China-ASEAN public diplomatic activities through cooperative school-running,building Confucius Institutes,establishing China-ASEAN training bases,and organizing exchanges and cooperative projects in culture,education and science research fields.However,there are still some problems in the participation,such as unbalance,weak harmony,less attention paid to foreign students’function in the public diplomacy.Trying to solve these problems,this paper explores ways to develop China-ASEAN public diplomacy on the basis of practicality of colleges and universities of Guangxi,in the perspectives of resource integration sense,responsibility sense and personnel training,giving more attention to foreign students,and so on.
