高职院校预备役分队建设的法律依据与实施路径

摘　　要：在高职院校建立预备役分队,是贯彻习近平"军民融合"发展的重要举措。国家虽然在宪法、兵役法等法律中规定了建设预备役分队原则与方法,但对高职院校设立预备役分队却缺少操作细则。要解决这个问题,国家、政府、军队既要充分认识在高职院校建立预备役分队的意义,且需在法律、政策、操作等层面给予高职院校预备役分队建设一个更加明确、更加细化、更加顺畅的实施路径。Establishing reserve units in higher vocational college is an important measure for implementing Xi Jinping's development of"military-military integration."Although the state stipulates the principles and methods for establishing a reserve squadron in laws such as the Constitution and Military Service Law,there is a lack of detailed operating rules for setting up a reserve squadron in higher vocational colleges.To solve this problem,the state,the government,and the military must not only fully understand the significance of establishing a reserve unit in higher vocational colleges,but also provide a clearer and more detailed provision,namely,pave a smoother way for the construction of reserve units in higher vocational colleges at the legal,policy,and operational levels.
