摘 要:本文通过对澳大利亚、美国、加拿大、新加坡、瑞士等11个国家的反洗钱体系进行对比分析,按照行政隶属关系,将反洗钱监管部门和金融情报机构之间的关系归纳为三类,即反洗钱监管机构与金融情报机构相互独立、金融情报机构隶属于反洗钱监管机构以及反洗钱监管机构与金融情报机构合二为一,比较分析了三种模式各自的优势和缺陷,并对如何进一步提升我国反洗钱监管和反洗钱情报工作有效性提出建议。The paper contrasts anti-money laundering systems of 11 countries such as Australia,the United States,Canada,Singa-pore,Switzerland and so on.According to the administrative affiliation,the relationship between antimoney laundering regulators and financial intelligence agencies is summarized into three categories:AML regulators and financial intelligence agencies are independent from each other.Financial intelligence agencies are subordinate to AML regulators,and AML regulators are financial intelligence a-gencies.By comparing the advantages and disadvantages of three models,the paper puts forward suggestions on how to improve the effectiveness of China s anti-money laundering regulation and anti-money laundering intelligence.
