摘  要:更新人才培养观念,改革人才培养模式,提高人才培养质量已经成为当前和今后一个时期我国教育改革的重心。通过系统梳理人才培养体制改革政策,发现与时俱进、开拓创新一直是我国人才培养体制改革政策的主旋律,我国人才培养体制改革政策呈现出从单项推进走向综合协同、从地方试点走向政府主导的趋势,但是却陷入"政策空传"和"体制瓶颈"的双重困境。Updating the concept of talents training,reforming its mode and improving its quality have become the focus of Chinese educational reform.A systematic review of the policies of talent training reform shows that advancing with the times and pioneering and innovating have always been the main theme of the policies on the reform of talent training system in our country.The policies have evolved from single policy stage to the stage of pursuing the synergetic effects of policies,from the stage of experiment at the local level to the government-led stage.However,the reform is currently facing the dilemma of“unimplemented policies”and“a bottle-neck in system”.
