摘 要:目的:分析江苏省总体及不同区域间卫生人力资源按照人口和地域面积分布的公平性,明确人力资源配置中存在的问题并分析其原因,为卫生行政部门制定决策提供参考。方法:利用2013年江苏省卫生计生委信息中心统计数据,分析江苏省不同地区卫生人力资源的配置情况,并采用基尼系数和洛伦兹曲线分别评价其按人口和地域面积分布公平性。结果:2013年江苏省每千人口平均配有执业(助理)医师数1.83名,注册护士数1.96名,江苏省各种卫生人力资源配置按人口和地理分布的基尼系数分别为0.1 321?0.1 613和0.1 928?0.2 224;不同地区卫生人力资源按人口和地理分布的基尼系数分别介于0.0 085?0.0 465和0.0 534?0.1 109。结论:江苏省卫生人力资源分布总体公平性较好,按人口分布的公平性优于按地域面积分布的公平性;区域内卫生人力资源配置公平性较好,区域间公平性仍然有待加强,在未来的配置和规划中仍需进一步调整。Objectives:To analyze the status and equity of human resource allocation in health sector in Jiangsu province according to population and areas,and to provide reference for health administrative sectors’decision making.Methods:Data were obtained from statistic information center of Jiangsu health commission in 2013.Descriptive analyses were performed to analyze the configuration of health human resource in different regions,and the equity of health resources distribution with population and geography was assessed by Lorenz Curve and Gini coefficient.Results:In 2013,doctors per thousand persons and registered nurses are 1.83 and 1.96 respectively.The Gini coefficient of total human resources allocation in health sector in Jiangsu was 0.1321-0.1613 in population and 0.1928-0.2224 in geography.The Gini coefficient among different regions was 0.0085-0.0465 in population and 0.0534-0.1109 in geography.Conclusions:The equity of the configuration of health human resource in Jiangsu province was located in perfect or normal status.The equity of the configuration of health human resource was better in population than geography,and the regional equity of the configuration of health human resource needs to be further adjusted in future.
