基于利益主体的江西赣南古村落再生发展模式研究

摘　　要：赣南古村旅游作为以独特文化为根基的一种旅游业态,其发展可实现产业兴旺、生态宜居和生活富裕的目标,并已成为乡村振兴中的重要引擎。然而,由于当前古村发展的各类主流模式仍旧受到地方政府资金短缺、旅游开发非专业化、监管权责不明等问题的限制,阻碍了古村落再生发展的进程。针对此类问题,对古村再生开发过程中各方利益主体关系进行分析和梳理,提出一套政企合作的多元化开发模式,并根据当前政策完善政企合作项目融资操作细则,同时通过制度立体化建设、古村经济文化价值挖掘和合作监管机制三个关键政策,确保古村再生发展的可持续性。As a tourism form which is rooted in the unique culture,Gannan ancient village tourism could realize the goals of industrial prosperity,ecological livability and rich life,and has become an important engine in rural revitalization.However,the present mainstream development modes of ancient villages are still limited by the tough problems such as shortage of local government funds,non-specialization of tourism development and unclear supervision and management responsibilities,which hinder the process of ancient village regeneration.To solve these problems,this paper will analyze the relationship among the stakeholders in the regeneration development of the ancient villages,and puts forward a diversified development model of public-private partnership.The sustainable development of ancient villages could just be guaranteed by three key policies:full-scale institution construction,deep excavation of the economic-cultural value and cooperative supervision mechanism.
