摘　　要：制定战略规划对增强高等院校核心竞争力具有重要作用,科学有效的战略规划设计是保障战略规划整体质量的基础。加州大学伯克利分校是世界著名公立研究型大学,在学术界享有盛誉,其缜密、科学的战略规划是引领其发展的重要蓝图。采取文献研究法、案例研究法对加州大学伯克利分校发展规划原则进行考察分析,旨在对我国大学制订高效的发展规划,推动"双一流"建设提供借鉴。Strategic planning plays an important role in enhancing the core competitiveness of colleges and universities.Scientific and effective strategic planning and design is the basis of guaranteeing the overall quality of strategic planning.The University of California,Berkeley,is a world-renowned public research university.It enjoys a high reputation in academic circles.Its careful and scientific strategic planning is an important blueprint for its development.This paper adopts the methods of literature study and case study to investigate and analyze the development planning principles of UC Berkeley.The purpose is to provide reference for China's universities to formulate efficient development planning and promote the"two-class"construction.
