摘　　要：武则天执政期间,凭借个人才智,实施用人策略,依靠新兴庶族阶级的力量,成功地做到了政权稳固、国富民安。武周的建立和发展,与武则天治国理政中的的用人策略密切相关。从武则天完善科举制度、重用寒门学子,任命酷吏、实行监察告密等多重策略上,可以看出武则天高超的政治手段和缜密冷静的头脑。她尤其深谙用人之道,在培养和启用人才上都体现出了她的识人之智和容人之量。历史说明,治国需要以人为本,理政必先选才用人。During Wu Zetian's administration, she used her talents to implement the strategy of employing people and successfully achieved the stability of the nation and prosperity of people relying on the power of the emerging commoner class. Wu Zhou's establishment and development was closely related to Wu Zetian's employing strategy in governing the country. Wu Zetian's superb political means as well as meticulous and calm mind can be seen from her multiple strategies such as perfecting the imperial examination system, putting impoverished talented people in important positions, appointing ruthless officials and implementing monitoring and reporting system. She was particularly good at the use of people, and her knowledge of human intelligence and tolerance was reflected in the cultivation and employment of talents. History shows that governance needs to put people first, and governance must first choose and use talents.
