摘　　要：许可证制度是美国实施固定源监管的主要工具,用于在环保部门和企业之间明确适用的大气污染防治要求,并对企业的合规执行情况进行确认。通过研究美国大气固定源监管排污许可证类型及要求、相关技术规定、监测记录申报要求等,提出中国在法律制度体系建设等方面可供借鉴的措施,对中国大气质量管理具有指导意义。The air quality permit system is a major means of fixed source regulation in the United States,which is used to clarify the applicable requirements of air quality management and confirm the compliance and implementation of enterprise. By studying the types and requirements of U.S. air quality permit system and relevant implementation and regulation measures, it s rendered that the legal and institutional system in China should be reformed,which can be used for reference for air quality management in our country.
