明确职业教育战略地位 推动职业教育内涵式发展——《国家职业教育改革实施方案》学习体会

摘　　要：《国家职业教育改革实施方案》的出台,进一步明确了职业教育在国家战略体系中的地位,有利于加快推进职业教育的内涵式发展。具体改革举措包括:通过构建独立的职业教育体系,确立职业教育的办学特色,拓展职业教育的培训功能,积极服务区域经济社会发展,进一步明确职业教育类型定位;进一步明确"管好两端、规范中间、书证融通、办学多元"是今后一段时期推进职业教育高质量发展的工作方针;通过激发教师工作积极性,落实职业院校办学自主权,积极吸引企业参与职业教育办学,进一步为职业教育注入新活力;通过强化职业教育办学经费保障,理顺职业教育内部管理体制,彰显技术技能人才社会价值,进一步营造职业教育发展环境。The promulgation of the National Vocational Education Reform Program further clarifies the position of vocational education in the national strategic system,which is conducive to accelerating the connotative development of vocational education.Specific reform measures include establishing an independent vocational education system,establishing the characteristics of vocational education,expanding the training function of vocational education,actively serving regional economic and social development,and further defining the type of vocational education;"Manage the start point and end point well,regulate the progress,Integration of degree certificates and vocational qualifications,and multi running schools"are the working policies to promote the high-quality development of vocational education in the future.By stimulating teachers'working enthusiasm,implementing the autonomy of vocational colleges and universities,and actively attracting enterprises to participate in vocational education,we will inject new vitality into vocational education.In order to create an environment for the development of vocational education,we should strengthen the guarantee of funds for running schools,straighten out the internal management system of vocational education,and highlight the social value of technical and technical personnel.
