摘　　要：进入新时代,义务教育正由全面普及转向基本均衡并逐步走向优质均衡。在这一进程中,需要进一步推进县域义务教育治理体系和治理能力现代化。为此,县域政府需要突破单主体治理的困境,从"独舞"走向"共舞",以解决县域内义务教育城乡发展的不均衡问题。In the new era, compulsory education is shifting from popularization to the development of equilibrium, and gradually moving towards the excellence of this development. In this developmental process, it is necessary to further promote the reform of the administrative system and the modernization of the administrative capacity about the county compulsory education. Therefore, the county government needs to break through the plight of single-subject governance, and move from "solo dance" to "joint dance ' to solve the problem of imbalanced development of urban and rural in compulsory education in counties.
