摘  要:南部县劝学所由学务局改设而来,设立之初乱象丛生,随着劝学所的运作,新学堂逐渐广泛设立并呈现新旧交错的局面。劝学所的职责在南部县的实践中总体呈现界限模糊、权力扩大化的特点。具体而言,劝学所与县视学的职责一体化、劝学员与劝学学董的职责界线不清。而权力扩大化主要体现在筹款权、禀诉权、办学权上。分析其原因,除学部章程规定的粗略性以外,新式学堂的兴办实为地方阶层、各集团利益博弈提供了机会。The local encouraging learning institution in Nanbu County was previously teaching affairs bureau. At the beginning of the establishment, the situation was chaotic. With the operation of encouraging learning institutions, new schools were established in many places and coexisted with the old ones, In practice in Nanbu County, the responsibility of encouraging learning institutions was not clarified in general and their power was expanded. To be specific, the responsibility of these encouraging learning institutions and that of county teaching supervisors overlapped, and the responsibilities of the employees in these institutions were not clearly defined. The expansion of power can be found in fund raising, appealing rights and school operation rights. Besides the unclear specification in teaching regulations, the reasons behind this is that the establishment of new schools offered a good game opportunity for local powers of various levels and different interest groups.
