摘 要:随着我国教育大众化进程和高等教育教学改革的不断深入,地市开放大学人才资源开发与配置已经难以适应新兴产业的快速发展和整体经济结构的现代化进程。教师队伍是学校可持续发展的第一资源,是学校生存与发展的动力源。通过深入剖析地市开放大学师资队伍建设中存在的数量不足、结构失衡、流动频繁、制度建设困难等薄弱环节,探讨新时代如何建设一支数量充足、结构合理、人员稳定、有序竞争、充满活力的高素质专业化教师队伍的新路径,以满足成人高等教育改革与发展的迫切需要。China is now undertaking great transformation in every aspect. In the education sector, higher education in particular, reform is being underway, and getting more open to the populace. On the other hand, new industries are emerging in city, driving its overall economic reconstruction. In this respect, the open university in city can hardly accommodate its modernization endeavor, owing to problems in its staff, who are considered to be the key to its sustainable development. This paper samples some open universities, and reveals problems in their staff development, such as: a) there are no enough personnel, b) they do not evenly distribute in the continuum of age, gender, position and academics, and so on, c) they frequently change their jobs, d) a mechanism is yet to be optimized. The paper proposes countermeasures to the problems by forging a highly competent teaching team, who are adequate, well-structured, stabilized, competitive, and viable, thus, serving the urgent needs to reform and further adult higher education.
