系统论视域下东北老工业基地供给侧改革进路

摘　　要：东北老工业基地长期以来的资源依赖型经济随着自然资源的不断减少而出现了"瓶颈",导致"新东北现象"的产生,工业发展迟滞、经济增长乏力、地区竞争力下降、自主创新能力不强等等问题日益凸显。如何遵循系统论基本原理对东北老工业基地的现有产业机构进行系统分析,实施产业转型升级成为当前供给侧结构性改革的重要进路。在实证调研的基础上,我们将东北老工业基地供给侧改革作为一个开放的系统,从系统论的目的性和突变性维度回顾推行振兴战略以来东北老工业基地发展历程;从系统的整体性维度剖析东北老工业基地供给侧结构性改革的困局;从系统的生态性维度提出东北老工业基地供给侧结构性改革的渐进式推进进路。The long-term resource-dependent economy of the old industrial bases in Northeast China has experienced a “bottleneck” with the continuous reduction of natural resources,leading to the emergence of “new northeast phenomenon”,sluggish industrial development,weak economic growth,declining regional competitiveness,and independent innovation capability. The problem is not strong and so on. How to follow the basic principles of system theory,systematically analyzes the existing industrial institutions of the old industrial bases in Northeast China,and implement industrial transformation and upgrading to become an important approach to the current supply-side structural reform. On the basis of empirical research,the regards paper the supply-side reform of the old industrial bases in Northeast China as an open system,and reviews the development history of the old industrial bases in Northeast China from the perspective of the purpose and the abruptness of system theory;from the overall dimension of the system,the dilemma of the structural reform of the supply side of the old industrial bases in Northeast China is analysed;from the ecological dimension of the system,the gradual approach of the structural reform of the supply side of the old industrial bases in Northeast China is proposed.
