山东省劳动保障领域尘肺病防治路径探索

摘　　要：以加强劳动合同管理为抓手,提高职工群众的自我保护意识和维权能力;以加大劳动监察执法力度为抓手,维护农民工权益;以实现工伤保险应保尽保为目标,推进包括农民工在内的法定人员全覆盖;完善工伤保险制度,推进工伤预防、工伤认定和劳动能力鉴定、建立工伤康复机制,实施浮动费率等。通过综合施策和部门联动,尘肺病防治的社会环境、制度基础、政策措施等得到全面改善、加强和完善,山东省工伤职工的合法权益得到较好落实。The social insurance department should strengthen the management of labor contract to improve the self-protection consciousness and the ability of safeguarding rights of the workers. In order to safeguard the rights and interests of migrant workers,we should strengthen labor supervision and law enforcement. In order to achieve the goal of full coverage of industrial injury insurance,we should promote full coverage of legal personnel,including migrant workers. We should improve the industrial injury insurance system,promote the prevention of industrial injuries,the identifi cation of industrial injuries and the appraisal of labor capacity,establish a mechanism for rehabilitation of industrial injuries,and implement fl oating rates. Through comprehensive policy implementation and department linkage,the social environment,system basis and policy measures for prevention and control of pneumoconiosis have been comprehensively improved,strengthened and improved,and the legitimate rights and interests of workers injured at work in the province have been better implemented.
