国家选才、高校选生与学生发展的有机统一——重庆市高考综合改革方案解读

摘　　要：重庆作为全国第三批启动高考综合改革的省份之一,遵循国家总体方案与重庆具体实际相结合的原则,充分借鉴历史经验、立足现实问题、着眼未来需求,坚持促进公平、科学选才、引导发展和扩大选择的价值取向,通过完善普通高中学业水平考试制度和普通高中学生综合素质评价制度、深化普通高等学校考试招生改革,形成分类考试、综合评价、多元录取的高等学校考试招生模式,推动基础教育和高等教育协调发展,更好地满足人民群众接受多样、特色、优质教育的期盼,为国家建设和民族振兴选拔多样化高素质创新型人才。As one of the eight provinces in China that initiated the comprehensive reform of Gaokao in the third batch, Chongqing follows the principle of combining the overall state plan with the concrete reality of the municipality, makes full use of historical experience, bases itself on realistic issues, and focuses on future needs. It adheres to the value orientation of promoting fairness, scientific selection of talent, and guiding development and expanding choice. Thus, a model of college entrance examination for classified examinations, comprehensive evaluation and multi-admission is forming by improving the high school achievement test and the comprehensive quality assessment system for senior high school students and deepening the reform of college entrance examinations. It will ultimately promote the coordinated development of basic education and higher education to better meet the people’s expectations of receiving diverse, distinctive and high-quality education and cultivate high-quality and innovative talents for national construction and national rejuvenation.
