摘  要:聘任制公务员通过签订合同的方式来确定被聘任人员与机关单位双方间的权利义务等关系,实行这一新模式为公务员领域注入了新活力。文章以厦门市为研究对象,分析了厦门市施行公务员聘任制所取得的成效及存在的问题,在借鉴其他地区公务员聘任制的经验基础上,针对问题提出了一些完善公务员聘任制绩效考核、薪资管理等方面的实践思考。The civil servant appointment system determines the rights and obligations between the appointed personnel and the organs and agencies by signing contracts.The implementation of this new model has injected new vitality into the field of civil servants.Taking the city of Xiamen as the research object,this paper analyzes the achievements and problems of the implementation of the civil servant appointment system in Xiamen.On the basis of drawing lessons from the experience of other regions,it puts forward some practical thoughts on improving the performance appraisal and salary management of the civil servant appointment system.
