摘 要:配合公立医院院长年度目标绩效制度的实施,上海市浦东新区进一步完善公立医院院长年度目标绩效考核制度。基于“坚持公益性、坚持分类考核、坚持奖惩挂钩、坚持动态管理”原则,上海浦东新区设计了公立医院年度绩效考核期限、方法、程序和结果应用。年度绩效考核以1年为考核期限,综合采用定量和定性考核方法。定量指标提体系综合涵盖医院的经济效益、社会效益、党的建设和职工满意度相关指标,用百分制表示,以此年度绩效薪酬。In line with the implementation of the annual salary system for presents of public hospitals,the annual salary appraisal system has been accordingly designed and carried on in Pudong New Area,Shanghai City. Based on the principles of “insisting on public welfare,classified assessment,linking rewards and punishment with performance, and dynamic management”,Pudong New Area has created tools,methods and procedures of the performance appraisal system for the presents of public hospitals. In addition,the application of the assessment has been considered. The annual salary system takes one year as a appraisal period,and comprehensively adopts quantitative and qualitative appraisal methods. The index system takes economic benefits,social benefits,Party building and staff satisfaction of the hospital into account. The evaluation results are expressed by percentage system as the basis for the annual performance pay of the presents of public hospitals.
