摘　　要：为助力学前教育立法,学界围绕学前教育的性质、政府投入、弱势补偿、管理体制、师资力量、民办教育、教学内容、儿童安全及家长教育权等问题,借鉴国内外经验,进行了较为深入的对策研究。但也存在简单照搬,对"学前教育三年行动计划"实施以来取得的经验实证研究不足的问题。In order to facilitate preschool education legislation,scholars focused on the nature of preschool education,government investment,compensation for the vulnerable groups,management system,teachers,private education,teaching content,children’s safety and parents’ education rights.Generally speaking,scholars referenced to domestic and foreign successful experience,and conducted in-depth research on the measures and countermeasures.But there are also problems of simple copying and the insufficient empirical research on the implementation of the " Three Years Action Plan For Pre-School Education".
