摘 要:国家实施“组团式”教育援藏政策是对以往“分散式”教育援藏政策的一种创新,也是新时代党和国家为了西藏能够与内地一起奔小康创建的一种新的援助模式,目的是进一步加大教育援助的力度,提高西藏教育的整体质量。这项新政策实施中,各援藏教师团队是推进和落实好该项援藏政策的关键,因此从管理学角度对援藏教师团队进行研究,能够很好地了解该项政策实施后存在的优势和不足,通过“自下而上”的方式对政策的优势进行归纳总结,对存在的不足提出合理化建议,为制度制定者提供足够理论和实践依据,更好推动“组团式”援藏政策的推进和落实。The implementation of the group-based education aid policy by the state is an innovation to the previous “decentralized” educational aid policy,and is also a new aiding model for the New era of the party and the state to enable Tibet to achieve a well-off society with the mainland.The aim is to further increase educational aid and improve the overall quality of education in Tibet.In the implementation of the new policy,the key to promote and implement the policy is the teams of teachers assisting Tibet.Therefore,it is possible to understand the advantages and disadvantages after the implementation of the policy by studying the team of teachers in Tibet from the perspective of management.Through the “bottom-up” approach to sum up the advantages of policy,the existence of sufficient theoretical and practical basis for the system makers,it is necessary to promote the implementation of the group-based policy of aiding Tibet.
