摘　　要：由于公立高校负债的可转移性,公立高校债务问题在形成与化解过程中实质为公立高校、银行和政府三方的博弈。教育财政投入不足是我国公立高校负债的根本原因,金融体制改革为公立高校负债提供了机遇,公立高校的急剧扩招合并直接导致了公立高校的巨额负债的形成。公立高校自身注意开源节流,银行强化审查贷款对象和项目,政府应充分发挥指挥棒作用,才有利于缓解公立高校债务危机。Due to the transferability of public university debt, the debt problem of public universities is essentially a game between public universities, banks and the government in the process of formation and resolution. Insufficient investment in education is the root cause of the debt of public universities in China. The reform of financial system provides an opportunity for the debt of public universities. The rapid expansion of public universities directly leads to the formation of huge debts of public universities. Public universities pay attention to open source and expenditure, banks strengthen the examination of loan targets and projects, and the government should give full play to the role of batons to help alleviate the debt crisis of public universities.
