摘 要:基于深圳市现行交通指数分区、停车收费分区、停车规划配建分区、交通综合治理分区,以交通需求调控为核心,动静态交通结合为手段,采取以静制动调控策略。考虑城市不同地区的用地特征、交通基础设施水平、交通出行特征、交通运行状况、低碳排放等要素建立统一的停车调控管理“红黄绿”分区,提出差异化的停车配建政策、停车收费政策、停车管理政策。Parking Demand Management (PDM) Zones are established on the base of 4 different types of traffic zones in Shenzhen including Traffic Index, Parking Charge, Parking Planning, and Traffic Comprehensive Management, which are separated by considering of land use characteristics, supply of transportation facilities, resident travel characteristics, operation status of traffic and level of low-carb emission in different areas. It takes traffic demand regulation as the core, dynamic and static traffic combination as the means, the static braking regulation strategy is adopted. On the foundation of the PDM Zones, distinct policies in terms of parking planning, parking charge, parking management have been proposed, by considering the relation of road traffic and parking operation, and take traffic demand management as the core of the policy.
