摘　　要：推进世界一流大学和一流学科建设是党中央、国务院做出的重大战略决策,对于提升我国教育发展水平、奠定长远发展基础、增强国家核心竞争力,具有十分重要的意义。本文从国家政策和陕西省政策分析,结合民办大学“双一流”建设的现状和面临的问题,以西京学院为例,提出“四个一流”建设的思路与对策,促进民办大学“双一流”建设和发展。Promoting the construction of world-class universities and first-class discipline is a major strategic decision made by the Party Central Committee and the State Council,which is of great significance for improving the level of education in China,laying the foundation for long-term development and enhancing the national core competitiveness. Based on the analysis of national policies and policies of Shaanxi Province,this paper,taking Xijing University as an example,combining with the present situation and problems of "Double First-rate" construction of private universities, proposes ideas and countermeasures for the construction of "Four First-class" and promotes the construction and development of private universities.
