摘　　要：针对战略性新兴产业集群中企业之间缺乏知识共享与协同研发的现状,探讨如何健全政府对企业的知识共享行为的调控机制。通过构建"政府-企业-企业"三者之间的演化博弈模型,分析了影响各博弈主体策略选择与演化的因素。研究表明:在"政府-企业-企业"三方博弈中任何一方的策略选择都受到其他两方策略选择的影响;企业可通过降低知识共享的成本、知识共享的负效应、加大企业知识共享的吸收率等促进企业自身发展;而政府可通过加大对知识共享企业的奖励、对不参与知识共享企业的惩罚等措施来提高企业知识共享的概率。政府采取合理有效的调控机制对于促进战略性新兴产业集群的良性发展具有重要的意义。For the problems of the lack of knowledge sharing and collaborative research and development among enterprises in strategic emerging industrial clusters, then how to perfect the knowledge sharing regulation mechanism in the enterprises are discussed. By constructing the evolutionary game model of government-enterprises-enterprises, the factors that influence the strategy selection and game evolution are analyzed. The research shows that the strategy choice of either party is influenced by the choice of the other two strategies in the three-way game of government-enterprise-enterprise. Enterprises can promote their own development by reducing the cost of knowledge sharing, the negative effect of knowledge sharing, and increasing the absorption rate of knowledge sharing. The government can improve the probability of knowledge sharing by increasing the reward of knowledge sharing enterprises and punishment for not participating in knowledge sharing enterprises. It is great significance for the government to adopt reasonable and effective regulation mechanism to promote the healthy development of strategic emerging industrial clusters.
