摘　　要：数据治理为组织应对数据挑战和机遇提供了理论工具和实践途径。高校开展教育大数据治理是解决当下教育大数据实践不足必须且必要的措施,而国内教育数据治理的研究尚处于初步探索阶段,相关成果较少。数据治理框架描述了数据治理组件的逻辑结构,为利益相关群体提供了理解和实施数据治理的共同视域。但是,不同的组织环境和现实情境具有不同的特点,因此也不存在通用的框架。鉴于此,该文基于高校教育大数据实践困境,依据权变理论,设计了一个高校教育大数据治理的参考框架。以期刻画高校教育大数据治理的主要内容,为高校制订校本教育大数据治理框架提供参考,帮助研究者和实践者更加全面、客观地分析和解决教育数据治理领域的问题。数据治理是一个复杂的反复迭代的系统工程,该文提出的实施策略将有助于数据治理的开展。Data governance provides theoretical basis and practical approaches to deal with data challenges and opportunities. To solve the problem with the current big data practice in education, it is essential for colleges and universities to carry out big data governance in education. However, the research on domestic education data governance is still in the preliminary exploration stage, with few relevant achievements. The data governance framework describes the logical structure of the data governance components and provides a common vision for stakeholders to understand and implement data governance. Since different organizational environments and practical situations have different features, there is no universal framework. In view of this, based on the practical dilemma of big data in college education and contingency theory, this paper designs a reference framework for big data governance in college education. It is expected to depict the main content of big data governance in college education, to provide reference for colleges and universities to formulate the framework of big data governance in school-based education, and to help researchers and practitioners to understand and analyze data governance more comprehensively and objectively. Data governance is a complex and iterative system engineering. Hence, the implementation strategy proposed in this paper will contribute to the development of data governance.
