成效为本的资历框架质量保证机制构建研究

摘　　要：成效为本的质量保证机制建设是按照输出的质量要求建设资历框架质量保证理论体系与运行机制。成效为本的资历框架质量保证机制建设需要从以下三个维度着力:理论维度上指的是成效为本理念支持下的质量保证理论的构建;层次维度上指的是不同级别质量保证实施主体的构建;要素维度上指的是对质量产生决定性控制的点的构建。推进成效为本的资历框架质量保证机制建设策略:明确资历质量相关责任,建设“以硬为主,软硬结合”的制度体系,实施过程性的动态监察,适当借助外力。An outcome-based quality assurance system of qualifications frameworks aims to carry the idea of“outcome-based” through the procedure of qualification cultivation. In order to set up such a system,we have to focus on the following aspects -the construction of systematic theories and regulations in theoretical dimension,the construction of subjects of implementing inter-level qualification assurance in hierarchical dimension,the construction of key point in quality controlling in practical dimension. The strategies of promoting the construction of an out come-based quality assurance system of qualifications frameworks have also been found. It’ s necessary to make clear the responsibility related to the quality of qualification and the key to set up a quality assurance system which should“always act tough and sometimes talk soft”. Dynamic process assessments and suitable external forces are also necessary.
