摘　　要：我国高等教育发展70年的经验表明,自主办学是高校更好地服务国家发展需要的根本保证。70年来,高校与政府之间的关系始终在集权管理与自主办学的两端摇摆。高等教育发展实践一再表明,在集权管理时期,高校对国家和社会没有发挥应有的作用;改革开放以来,党和政府对高校办学自主权问题予以了高度重视,在历次重要的教育政策和法律文件中作出了明确的规定。随着办学自主权的不断扩大,高校发挥自身的能量和优势,已成为国家和社会发展进步的动力站。政府应当进一步扩大高校办学自主权,完善高等教育治理体系,为高校在国家经济社会发展中有更大作为创造更有利的制度环境。The experience of higher education development in China for the past 70 years shows that autonomously running is the fundamental guarantee for colleges and universities to better serve the needs of national development.Over the past 70 years,the relationship between institutions of higher education and the government has been wavering between centralized management and autonomous running.Higher education practice has repeatedly shown that it is often difficult for colleges and universities to make great contributions to the state and society under the centralized management of the government.Since the reform and opening-up,the Party and the government have attached great importance to the autonomy of colleges and universities and made clear provisions in all the important documents of educational policies and laws.With the continuous expansion of autonomy,colleges and universities have played their own energy and advantages to become the power station for the development and progress of the country and the society.The government should further enlarge the autonomy of colleges and universities and make greater achievements in this aspect so that the institutions of higher education can play greater role in the development of national economy and the society.
