摘　　要：基于空间理论,根据义务教育均衡发展的重要意义,以潮州市为例,分析该市义务教育均衡发展现状。针对其中存在的教育管理制度阻碍其均衡发展、资源配置模式和权利转换存在矛盾、物质资源供给和精神需求存在冲突等问题,分别从更新观念,建立义务教育管理新制度;提倡竞争,推动义务教育供给多样性;整合资源,鼓励师资合理交流与互助;强化监督,健全教育均衡发展监督体系四个维度,提出义务教育均衡发展的有效路径。Based on the theory of space,this paper analyzes the status quo of the balanced development of compulsory education in Chaozhou based on the important significance of the balanced development of compulsory education.In view of the problems,such as the existing education management system hinders its balanced development,conflicts exist between resource allocation model and rights transfer,and between material resource supply and spiritual needs,this paper puts forward an effective path for balanced development of compulsory education:we will update the concept and establish a new system of compulsory education management;promote competition,and push the diversity of compulsory education;integrate resources,and encourage teaching staff to exchange and interact reasonably,and strengthen supervision,and improve the four dimensions of balanced education development supervision system.
