摘　　要：现代远程教育校外学习中心是开展学生学习支持服务的基层组织机构,是现代远程教育系统的重要子系统。校外学习中心开展学习支持服务,是帮助学生构建学习情境,实现学习目标的必要条件,是解决学生学习困难的重要途径。当前,我国校外学习中心数量庞大,学习支持服务质量严重不平衡,一些学习中心还存在诸如服务条件差、招生违规、技术服务不到位、管理粗疏等严重问题。为进一步提升校外学习中心学习支持服务质量,必须切实加强学习支持服务的基本条件建设,提高招生服务质量,提高技术服务与资源服务质量,提高学习过程、学习环节服务质量,提高教务、学费、后勤等管理项目的服务质量。The off-campus modern distance education learning center is a grass-roots organization to carry out student learning support services and is an important subsystem of the modern distance education system. The off-campus learning center provides the study support services, which is a necessary condition to help students build learning environment and achieve learning goals, and is also an important way to solve students’ learning difficulties. In the current China, there are a large number of off-campus learning centers, but the quality of learning support services provided by these centers is seriously unbalanced. Some learning centers still have serious problems.To further improve the quality of learning support services of off-campus learning centers, it is necessary to strengthen the basic conditions construction of learning support services, and improve the quality of enrollment services, technical services and resource services, learning process and learning link services, as well as many management projects services, such as educational administration, tuition, logistics and so on.
