摘 要:高端人才个体需求、区域要素与人才集聚效应是高端人才集聚形成的机制。我国高端人才主要集聚在东部地区,呈“东强—西弱”态势,与东部地区相比,中西部地区集聚高端人才的“势差”明显。国家强有力的政策支持、产业聚才空间大、区域内部人才竞争相对较弱以及中西部本土高端人才对家乡的情感依赖是中西部地区集聚高端人才的有利因素。而人才意识较薄弱、重才敬才氛围不浓厚、科研资源条件有限、科研绩效相对较低、高水平事业平台较少、人才体制机制不够顺畅、工资待遇相对较低、工作生活环境不尽人意等因素仍然制约着中西部地区集聚高端人才。要改变中西部地区高端人才现状,国家应实施精细化、精准化的支持和帮扶,提高中西部地区集聚人才的“造血”能力;中西部各省区市要树立正确的人才意识、深化人才发展体制机制改革创新、加大对人才发展的投入;各用人单位要创新人才机制、改善科研条件、优化学术环境。The individual demand for high-end talents,regional factors and the effect of talent agglomeration are the mechanism of the formation of high-end talent agglomeration.China’s high-end talents are mainly concentrated in the eastern region,showing a trend of“strong in the east and weak in the west”.Compared with the eastern region,the“potential gap”of attracting high-end talents in the central and western regions is obvious.Strong national policy support,large space for industrial talent gathering,relatively weak talent competition within the region and emotional dependence of local high-end talents in the midwest on their hometown are favorable factors for attracting high-end talents in the midwest.However,the weak awareness of talents,the weak atmosphere of respecting talents,the limited conditions of scientific research resources,the relatively low scientific research performance,the few high-level business platforms,the unsmooth talent system and mechanism,the relatively low salary,the unsatisfactory working and living environment and other factors still restrict the recruitment of high-end talents in the central and western regions.In order to change the current situation of high-end talents in the central and western regions,the state should implement refined and precise support and assistance to improve the“hematopoietic”ability of attracting talents in the central and western regions;all provinces and cities in the central and western regions should establish correct talent awareness,deepen reform and innovation of talent development system and mechanism,and increase investment in talent development;all employers should innovate talent mechanism,improve scientific research conditions optimize the academic environment.
