欧洲跨境高等教育质量保障机构的运行机制及启示——以输出国为视角

摘　　要：欧洲质量保障机构在跨境高等教育输出中发挥着重要作用,但也面临着不少挑战。在组织形式上,参与跨境高等教育质量监督的机构以全国性组织和专业性组织为主,但国内机构之间以及与国外机构之间的联系沟通还有待加强;在制度基础上,跨国层面和国家层面都有相关法律规章出台,但专门的针对性文件还有待制定;在评估过程中,不少质量保障机构已结合欧洲要求和教育实践,建立起一定的评估标准和程序,但跨境高等教育的特殊性还有待凸显。欧洲质量保障机构间合作的加强、国家政策体系的完善以及评估运行流程的规范,可为我国跨境高等教育的发展提供借鉴。European quality assurance agencies play an important role in cross-border higher education export, but they also face many challenges. In organizational form, the institutions involved in the quality supervision of cross-border higher education are mainly national and professional organizations, but the communication between domestic and foreign institutions needs to be strengthened. On institutional basis, relevant laws and regulations have been issued at the transnational level and the national level, but the specific targeted documents have yet to be formulated. In evaluation process, many quality assurance institutions have established certain evaluation standards and procedures in combination with European requirements and educational practices, but the specialty of cross-border higher education has yet to be highlighted. The strengthening of cooperation between European quality assurance agencies, the improvement of national policy systems and the regulation of operational procedures can provide a reference for the development of cross-border higher education in China.
