打造开放大学语境下的“升级版”省级电大系统

摘　　要：本文以供应链、价值链等视角分析了开放大学语境下省级电大系统建设中存在的政策、机制、技术和人才、环境等方面掣肘,认为省级电大要大力发挥"战略联盟首领"作用,建设更加强大、鲁棒、灵动、高效的"升级版"开放教育办学系统,要重点做好深化开放、整合、提升和转型四篇文章。文章提出"教育服务供应链"理念,提出省级电大办学系统关系"三种状态",认为打造"升级版"省级电大系统需要整合扩充办学体系、提升办学层次能力、优化办学绩效评价,并展望更具颠覆性的顶层设计。From the perspective of supply chain and value chain, this paper analyzes the constraints of policies, mechanisms,technologies, talents and environment in the system construction of provincial Radio and TV universities in the context of Open University, and holds that the provincial Radio and TV universities should exert the role of "leader of strategic alliance" to build a more powerful, robust, flexible and efficient "upgraded" open education system, and focus on deepening its opening up, integration, upgrading and transformation. The paper further puts forward the concept of "education service supply chain" and the "three states" of the relationship in provincial Radio and TV universities’ school-running system. It believes that to build the "upgraded version" of provincial Radio and TV universities needs to integrate and expand the school-running system, enhance the school-running level ability, optimize the school-running performance evaluation, and look forward to a more subversive toplevel design.
