师范生公费教育政策文本分析及政策建议

摘　　要：师范生公费教育政策是新时期我国加强教师队伍建设的重要举措,是原有师范生免费教育政策在新时期的革新与延展,其与原有师范生免费教育政策一起共同构成了我国师范生公费教育政策体系。对于师范生公费教育政策文本的分析从形式分析和实质分析两个方面入手,以政策颁布时间、政策效力、政策体例、政策目标、政策内容为锚点进行深入分析,着重分析政策目标、公费师范生的权利及其义务,分析结果为:师范生公费教育政策已经基本形成了完备的政策体系,政策目标明确、政策内容相对完善,有助于优秀教师的培养,但在政策实施范围、公费师范生培养措施等方面仍有不足之处。师范生公费教育政策应当在完善制度体系、扩大政策实施范围、制定培养标准等方面做进一步努力,确保公费师范生培养的有效性。As the innovation and extension of the original policy, the present policy of free education for normal students is an important measure to strengthen the construction of teaching staff in the new era. The in-depth analysis of the time of promulgation, the effectiveness, the goal, the contents as well as students’ rights and obligations shows that a complete policy system has preliminary formed. With clear objectives and relatively comprehensive contents, the system is conducive to the cultivation of excellent teachers. However, there are still deficiencies in implementations and measures taken for student cultivation. Further efforts should be made to ensure the effectiveness of free education for normal students by ways of improving the system, expanding the scope of policy implementation, and formulating training standards.
