摘 要:“区管校用”是对区域内的教师编制实行统整的动态管理,化解学校教师超编和缺编问题;将教师从禁锢僵化的人事管理体制中松绑,激活教师流动的内发性及自主性,提升薄弱学校、偏远学校的教学质量和办学水平。教师流动政策执行过程也暴露出以下问题:教师缺失基本话语权,学校缺少流入教师选择权,教育主管部门执行流于形式。为解决上述问题,一是要确保教师话语权,保障教师切身权益;二是授权于学校择师,优化学校师资队伍建设;三是发挥教育行政部门的主导作用。“District management and school use”is a dynamic and integrated management of the teacher establishment in the region,to resolve the problems of over-staffing and absence of school teachers,to loosen the restraint of teachers from the rigid personnel management constitution,to activate the spontaneity and autonomy of teacher mobility,and to improve the teaching quality and school-running level of weak and remote schools.The implementation process of teacher mobility policy also exposes the following problems:teachers lack the basic right to speak,schools lack the right to choose the inflow of teachers,and the implementation of education authorities is mere formality.In order to solve these problems,first,we should ensure the right of teachers to speak and protect their personal rights and interests;second,we should empower schools to select teachers and optimize the construction of school teachers;third,we should give full play to the leading role of the educational administrative department.
