摘 要:近年来,在供给侧结构性改革、战略性新兴支柱产业加速发展的背景下,吉林省劳动力外流,特别是高端人才外流,对吉林省的经济社会发展造成了严重的负面影响。鉴于此,本研究查阅了大量的年鉴数据和相关文献资料,借助问卷一手数据分析结果,从个人和社会两个角度,实证检验了职业成长性和社会公共服务水平对劳动力外流倾向的影响。不同于以往,本研究在预设中并没有将收入水平作为自变量,而是将它作为调节变量,并且加入了公平感知作为中介变量。研究结果表明,职业成长性和社会公共服务水平与劳动力外流倾向之间存在负向相关关系,公平感知起到中介作用,绝对收入水平会起到调节作用,且绝对收入水平越高,职业成长性与外流倾向之间的负向关系越弱,社会公共服务水平与外流倾向之间的负向关系越强。因此,在着力提升劳动者绝对收入的同时,建立和完善社会公共服务保障机制,浚通劳动者职业成长通道,从而提升劳动者的公平感知,是扭转吉林省劳动力流失困局的根本所在。In recent years,the outflow of labor in Jilin Province,especially the outflow of high-end talents,has severely affected the economic and social development of Jilin Province against the background of supply-side structural reform and the accelerated development of strategic emerging pillar industries.In view of this,this study consulted a large number of yearbook data and related literature,and used the primary data analysis results of the questionnaire to empirically test the impact of professional growth and social public service levels on the tendency of labor outflow from the perspective of individuals and society.Different from the past,this study does not presume that the income level will be a public service but uses it as a moderating variable,and adds fairness perception as a mediating variable.The research results show that there is a negative correlation between professional growth and social public service levels and the tendency of labor outflow.Fair perception plays an intermediary role,and the absolute income level will play a regulating role.The higher the level of absolute incomes is,the weaker the negative relationship between professional growth and the tendency to outflow is,and the stronger the negative relationship between the level of social public services and the tendency to outflow is.Therefore,while focusing on improving the absolute incomes of workers,establishing and improving social and public service security mechanisms,and clearing up workers career growth channels,so as to improve workers fair perception,are fundamental to reversing the labor loss situation in Jilin Province.
