区域化发展视角下的粤港澳大湾区高等教育合作：基础、困境与展望

摘　　要：区域化发展视角下的高等教育合作需要关注资源、实践与制度等相关要素。从这一角度看,粤港澳大湾区高等教育合作具有以地缘文化优势、经济产业优势为代表的资源基础,以优势互补、区域整合为取向的实践基础,以及以规范化、全域化为特征的制度基础。当前的合作困境主要表现为如何在优势基础上推进协同的资源转化困境,如何在差异基础上实现协调的实践进化困境,以及如何在规范基础上实现创新的制度优化困境。未来的粤港澳大湾区高等教育应以新的发展任务统领资源整合,推进协同化合作;以新的发展思路优化实践路径,推进一体化合作;以新的发展范式带动制度创新,推进战略化合作。From the perspective of regionalization of higher education,higher education cooperation in the big bay area of Guangdong,Hong Kong and Macao has the resource base represented by geo-cultural,economic and industrial advantages,the practical base characterized by complementary advantages and regional integration,and the institutional base characterized by standardization and regionalization.The current cooperation is faced with the dilemmas of resource transformation,practice evolution and institutional optimization.In the future,higher education cooperation in the big bay area should lead the integration of resources with new development tasks,optimize the practice path with new development ideas,and drive institutional innovation with new development paradigm,so as to promote concerted,integrated and strategic cooperation.
