日本国际交流基金语言推广的实施情况调查研究

摘　　要：一个国家语言的推广与普及是对外宣传的最好途径之一。在语言推广方面,日本走在世界前列。日本国际交流基金是日本向外推广本国语言和文化的重要机构,该机构在语言推广上主要进行了基础建设和对外支援两个方面的工作。在基础建设上,日本国际交流基金通过建立“JF日语教育标准”、举办日语讲座和开发网络资源、实施日语能力考试、调查各国日语教育情况的举措,打造了日语教育的国际标准。在对外支援上,该机构通过向海外派遣日语教育专家、开展日语教育支持项目、承办海外教师和学习者赴日研修的举措,加强了日语的国际影响力。日本语言推广的成功经验给我国语言推广工作带来了五点启示:第一,在语言推广政策制定上,应注重对海外教育情况进行系统的调查和研究;第二,在语言推广布局上,应注重向周边国家推广语言;第三,在语言推广建设上,应制定统一的语言教育标准;第四,在语言普及对象上,应注重对社会精英阶层及年轻一代的教育;第五,在普及途径上,应打造语言普及的本土化模式。The promotion and popularization of a language is one of the best ways for culture communication.Japan has been the first tier country on language promotion.The Japan Foundation is one of the major organizations for promoting Japanese language and culture in the global context.It mainly dedicates in fundamental constructions and foreign aids.The fundamental constructions include establishing the“JF Standard”,hosting Japanese lectures and exploring internet resources,executing Japanese language tests,conducting researches on international Japanese language education.These all together set a standard for Japanese language teaching globally.In terms of foreign aids,it strengthens Japanese global impact via sending experts overseas,developing Japanese education projects,sponsoring foreign teachers to study in Japan.The successful promotion of Japanese language offers references to Chinese language popularization in the following five aspects:1.to focus on systematic studies of the educational situations abroad when making policies;2.to emphasize language promotion in adjacent countries when designing the strategic layout;3.to establish uniform educational standard when carrying out the promotion;4.to target on audiences of the young generation and the elites.5.to create localized education modes in term of promotion methods.
