摘　　要：构建“三全育人”体系是提高高校人才培养的有效途径,是高校思想政治工作质量提升的有力抓手。“三全育人”改革实施必须找准切入点、着力点和落脚点,综合前人研究基础和高校“三全育人”改革实施现状,坚持问题导向、目标导向、效果导向,深入研究当前实施过程中构建思路、实施路径、实施效果等方面存在的问题,通过探讨全员、全过程、内在逻辑关系,为其有效实施提供科学路径。Constructing the system of"three-wide education"is an effective way to improve the cultivation of talents in colleges and universities,and is a strong hand to grasp the quality of ideological and political work in colleges and universities.In order to carry out the reform,we must find out right the breakthrough point,the focus point and the foothold,synthesize the research foundation of predecessors and the current situation of the reform,and persist in the problem-orientation,goal-orientation and effect-orientation.This paper makes a deep study on the problems existing in the construction idea,the implementation path and the implementation effect,and provides a scientific path for its effective implementation by discussing the whole staff,the whole process and the internal logical relations.
