摘  要:基于价值角度分析,继续教育券制度应有利于政府、学员、学校和纳税人的多赢局面的达成。目前制度实施中存在"谁出资金"、"谁来受惠"、"谁保证培训质量"、"谁来管理"、"谁来监督"等现实问题。为提升继续教育券制度的价值,应完善以政府为主体的经费投入制度,建立以弱势群体为主体的受惠群体制度,健全以继续教育学校为主体的培训质量保障制度,规范以政府部门为主体的管理制度,强化以社会公众为主体的监督制度。Based on the analysis of the value perspective, the continuing education voucher system should be conducive to the multi-win situation of the government, students, schools and taxpayers. At present, there are some practical problems such as "who pays the fund", "who benefits, "who guarantees the quality of training", "who manages", and "who supervises" in the implementation of the system. In order to enhance the value of the continuing education voucher system, we should improve the government-based fund investment system, establish a beneficiary group system with vulnerable groups as the main body, and improve the training quality guarantee system with continuing education schools as the main body, standardize the management system with government departments as the main body and strengthen the supervision system with the public as the main body.
