摘 要:把握基层公务员的需要,构建科学的激励机制对于建设新时代高素质专业化的公务员队伍具有重要的意义。本研究通过问卷调查和访谈方法研究发现:基层公务员有着多样较为强烈的需要,基础需要是优势需要,发展需要并不突出;与男性公务员比较,女性公务员的发展需要凸显;基层公务员需要呈现出时代性特点,提升能力素质服务社会与提升福利待遇双重需要凸显,女性基层公务员的发展需要显著高于男性。进一步分析四种类型需要的基层公务员的不同激励期望,在此基础上,提出了相关的激励对策。It is of great significance to grasp the needs of grass-roots civil servants and construct a scientific incentive mechanism for the construction of high-quality and professional civil servants in the new era.According to the questionnaire surveys and interview methods,this study found that grass-roots civil servants have diverse and relatively strong needs.Specifically,the basic needs are advantages,the development needs are not prominent.Compared with male civil servants,the development needs of female civil servants are prominent;the needs of grass-roots civil servants show the characteristics of the times,which means that the dual needs of improving their ability to serve the society and improving welfare benefits are prominent.Also,the development needs of female grass-roots civil servants are significantly higher than that of male grass-roots civil servants.Based on the further analysis of the four types of grass-roots civil servants need different incentive expectations,relevant incentive countermeasures are put forward.
