日本“顶级国际化大学”项目实施述评

摘　　要：为提升日本大学的国际竞争力和国际适应性,日本于2014年正式实施为期10年的"顶级国际化大学"项目,遴选37所大学作为项目大学。从战略定位看,项目大学都有自己明确的战略定位;从战略举措看,项目大学要完成政府设定的通用指标和大学自身设定的个性指标;从战略外部保障看,日本政府委托日本学术振兴会统筹战略项目实施;从战略内部保障看,项目大学要每年向振兴会提交战略项目计划推进的年度评估报告,并接受振兴会的中期考核和终期评估。可见,日本探索出了基于"政府—大学—学会"的三螺旋型合作的世界一流大学建设之道,即作为行政力量的政府高度化介入、作为学术力量的大学特色化实施和作为第三方力量的学会无缝化参与。In order to enhance the international competitiveness and adaptability of Japanese universities,in 2014,Japan officially implemented a strategy project"Top Global University"for 10 years,a total of 37 universities became project universities.From the perspective of strategic positioning,project universities have their own clear strategic positioning;from the view of strategic measures,the project university should complete the common target which is settled by the government and the personality index which is settled by the university;from the perspective of strategic external security,the Japanese Government has entrusted the Japan Society For The Promotion of Science to coordinate the implementation of strategic projects;from the perspective of strategic internal security,the project university should submit an annual evaluation report to the Council on the promotion of the strategic project plan every year,and accept the mid-term evaluation and final evaluation of the revitalization committee.Therefore,Japan has explored a way for the construction of worldclass universities which is based on the three-helix cooperation between the government and the university-society,that is,the government as an administrative force intervene highly,the implementation of University Features for academic power,and the Institute as a third party force participates seamlessly.
