摘 要:社区教育均衡发展是社区教育发展的重要问题,均衡主要受制于公共财政支出。社区教育的公共产品属性与外显功能、经费投入对社区教育资源的制约性、社区教育的福利性质需要政府加大公共财政支出力度以实现均衡发展。目前我国社区教育经济资源配置不均衡。为了实现社区教育的均衡发展,公共财政支出应坚持公平、民主的理念,明确政府间的财政职权和事权,增加社区教育经济资源投入总量,遵循补偿原则配置社区教育资源,构建社区教育财政支出绩效评价体系。The balanced development of community education is an important issue in the development of community education,which mainly restricted by public financial expenditure.The public product attributes and explicit functions of community education,the constraints of funding on community education resources,and the welfare nature of community education require the government to increase public financial expenditure to achieve balanced development.At present,the distribution of economic resources of community education is uneven in China.In order to achieve the balanced development of community education,public financial expenditure should adhere to the concept of fairness and democracy,clarify the intergovernmental fiscal authority and power,increase the total investment of community education economic resources,follow the principle of compensation to allocate community education resources,and construct community education financial expenditure Performance evaluation system.
