摘  要:教育是最大的民生,办好人民满意的教育是政府的奋斗目标和社会前进的动力。运用支持联盟理论分析教育政策中民生取向凸显的内在逻辑,围绕"促进人的全面发展"这一深层核心信仰形成了教育政策的两大联盟:支持社会价值主导的联盟和支持个人价值主导的联盟。教育政策的变迁正是基于两大联盟的政策取向学习和外部事件干预共同作用的结果。在支持联盟框架下,提出教育政策的三点转向:关注人民中心地位是政策转向的前提、关注公平与质量的融通是政策转向的核心、关注每个个体的教育获得是政策转向的归宿。Education is the greatest livelihood of the people.Running Education to the Satisfaction of the People is not only the goals of the government but also the motive of social progress.The paper tries to use the theory of support alliance to analyze the internal logic of people’s livelihood orientation in education policy.There are two coalitions around the core belief of"promoting people’s all-round development":one is to support the social value oriented alliance and the other is to support the individual value oriented alliance.The change of educational policy is the result of the combination of policy-oriented learning and external event intervention.Based on the framework of the Support Liaison,three changes of education policy are put forward.First,paying attention to the people’s central position is the premise of policy change.Second,paying attention to the integration of fairness and quality is the core of policy change.Third,paying attention to the education acquisition of each individual is the result of policy change.
