摘　　要：回顾河北省艺术类专业投档规则的改革过程,省招办推进各利益相关方凝聚共识对于规则的合理酝酿、科学制定、平稳实施有着至关重要的作用。以省招办为主导,以沟通、交流、互动为主要方式,以取得改革目标、对象、方法、价值、成效一致认识为最终目标,是凝聚共识的基本路径。充分凝聚共识,对于推进利益相关方从政策性认同到价值性认同,从契合性认同到包容性认同,推进规则从改革成果转为改革成效有着重要作用。完善相关机制,对在高考综合改革中不断研究、制定、推行符合国家要求和各省实际的政策、规则有着重要意义。Reviewing the reform process of filing rules for art majors in Hebei Province,the provincial recruitment office has played a crucial role in the reasonable formulation,scientific formulation and smooth implementation of the rules by promoting the cohesion of various stakeholders and forming consensus. To gather and form a consensus,that is to take the provincial recruitment office as the leading role;to take communication,interaction as the main way and to take the ultimate goal of achieving a consensus on reform objectives,objects,methods,values and achievements as the ultimate goal. Building consensus fully and forming consensus effectively play important roles in promoting relevant stakeholders from policy identification to value identification,from fit identification to inclusive identification,and from reform results to reform results. It is of great significance for relevant institutions to study to formulate and implement policies and rules that meet the requirements of the state and the reality of each province in the comprehensive reform of college entrance examination by perfecting relevant mechanisms.
