欧洲高职院校治理结构的演变、要素和特征——以英国、芬兰和德国为例

摘　　要：院校治理结构是困扰我国高职院校优质发展的重要制约因素。欧洲高职院校在发展演变过程中,自主理念始终贯穿其中,英国多科技术学院主要在外部制度环境变革下确立了自主地位,芬兰政府在"契约制"导向下"有限介入"学院管理,德国职业学院和应用科学大学则在服务于市场的理念下建立起了协调式的院校治理结构。欧洲高职院校治理结构是在宏观法治框架下,为实现高职院校共同目标而以协调和平衡利益相关者间关系为重点的开放动态的协作系统。治理环境、决策方式、利益主体组成、权力分配、协调方式等是欧洲高职院校治理的关键要素。欧洲高职院校治理的共同特征包括:普遍依托社会的法律架构和制度治理环境;普遍确立市场、社会在权力分配中的作用;普遍采用"分"权和"合"治相结合的协调式治理方式。The governance structure of colleges and universities is an important restricting factor which puzzles the quality development of higher vocational colleges in China.In the process of development and evolution of European colleges and universities,the concept of autonomy runs through it all the time.The British polytechnic college has established its own position mainly under the change of the external institutional environment,and the Finnish government has limited intervention in the management of the polytechnic institute under the guidance of"contract system",while the German vocational college and the university of applied science have set up a coordinated college governance structure under the concept of serving the market.Therefore,the governance structure of higher vocational colleges in Europe is within the framework of macro-rule of law.In order to realize the common goal of higher vocational colleges,the open and dynamic cooperation system focuses on coordinating and balancing the relationship between stakeholders.The key factors are governance environment,decision-making mode,interest subject composition,power distribution and coordination mode.Generally relying on the social legal framework and institutional governance environment,generally established the market,the role of the society in the distribution of power,and generally adopted the"division"of power and"combination"of the coordinated mode of governance.
