高职扩招:政策落地、面临问题、对策建议——以浙江省为例  

Policy Implementation,Facing Confusion and Countermeasures of Enrollment Expansion in Higher Vocational Colleges——A Case Study of Zhejiang Province

摘　　要：国务院出台高职扩招政策后,浙江省教育厅先后出台两个扩招文件,在政策上保障了高职百万扩招的落地。分析浙江省扩招计划,公办学校校均扩招人数位列首位,“双高”建设院校、民办高职扩招校均数较少。扩招面临的困惑主要是“质量扩招”的疑惑、“人才培养”的困惑、“合作办学”的挑战、“师资短缺”的应对、“扩招条件”的困难。在下一步扩招中要建立长效机制,解决扩招的生源问题,探索扩招的培养模式。Since the State Council released the new policy to expand higher vocational college enrollment by one million,Zhejiang Provincial Department of Education has issued two documents to ensure the successful implementation of the policy.Through analyzing the enrollment expansion plan of Zhejiang Province,the results show that public schools rank first in terms of the number of average enrollment expansion,while the number of average enrollment expansion of“Double High”vocational colleges and non-governmental ones is less.The confusion faced by the enrollment expansion are mainly the doubt of“quality expansion”,the puzzle of“talent training”,the challenge of“cooperation in running schools”,the response to“shortage of teachers”and the difficulty in“expansion conditions”.In the next step of enrollment expansion,it is necessary to establish a long-term mechanism to solve the problem of student resources and explore the training mode of enrollment expansion.
